This course examines the ways in which public policies are formulated and implemented. The approach consists of two parts – a theoretical framework for analyzing the public policy process and case studies to illustrate in practice how the policy process operates. The latter component requires the students to read various policy documents from which the cases will be drawn. Accordingly, the course of study relates the policy process to the environmental settings in particular reference to: • The political environment • The prevailing ideological context • The constitutional and legal systems • The economic environment • The development and planning mechanism
