The Constitution (Amendment) (Tobago Self-Government) Bill 2020 is before the Parliament of Trinidad and Tobago for consideration. However, since the defeat of the PNM in the Tobago House of Assembly election in December 2021, there has been no further movement on the proposed legislation. This now begs the question: Whither internal self-government for Tobago?

  • Is there a gap between what is being offered in the draft legislation for internal self-government for Tobago and the expectations of civil society in Tobago?
  • How far can the legislation go without falling over the secession cliff?
  • Will the Central Government of Trinidad and Tobago only have jurisdiction over Trinidad and no longer over Tobago and what are the constitutional implications of such a change?
