Speaker Bios - Mr. Henry Charles
Charles, Wallice Henry is PhD in Social Policy candidate at SALISES, UWI St. Augustine and former Regional Director, Commonwealth Youth Programme, Caribbean Centre and Interim Director, Youth Affairs Division at the Commonwealth Secretariat. He is a member of the SALISES 50/50 Youth Development Cluster.
He is an Independent Development Specialist and Strategy Advisor with research interests in youth empowerment, youth policy development, social policy, international relations, Caribbean history studies, trade unionism and industrial relations, leadership and leadership development, governance and political strategy.
He has provided technical support to several Commonwealth governments and International development agencies on youth development strategy and youth policy development. He is UNDP roostered youth policy expert. Among his core expertise are: Social policy development, transformational leadership, diplomacy, international relations, political risk analysis, strategic planning, project management, social auditing/impact assessment, monitoring and evaluation, mediation and conflict transformation, industrial and labour relations, strategic communication and advocacy, contract Negotiations, networking, capacity building, institutional review, organizational development, media relations
Charles is a proponent of positive youth development and critical consciousness theories. He has authored and presented several papers on youth empowerment, youth participation, the socio-political context of youth development, youth governance, youth economic empowerment, engaging young people in challenging circumstances and the professionalization of youth development work.
