Mr. Benjamin Herisset – Legal officer United Nations, Office of Legal Affairs, International Trade Law Division (UNCITRAL Secretariat).
Benjamin is a Legal Officer at the UNCITRAL secretariat since 2017. He is currently servicing UNCITRAL Working Group V (insolvency law) and assisting in the promotion of UNCITRAL texts on Public-Private Partnerships and e-commerce. He is also in charge of managing cooperation with francophone countries, especially in Africa, on various UNCITRAL matters. Before joining the United Nations, Benjamin worked as a lawyer in various international law firms in Ho Chi Minh City (Vietnam) and Paris (France) and as a Legal Project Officer on technical assistance in legal reforms in the French Embassy in Hanoi (Vietnam). Benjamin holds a master’s in international and European comparative law (University Paris II, Pantheon-Assas).
Mrs. Karen Seebaran-Blondet – Supervisor of Insolvency, Office of the Supervisor of Insolvency, the Republic of Trinidad and Tobago (Retired)
Mrs. Karen Seebaran-Blondet, a public service professional, was appointed in July 2017 as the Supervisor of Insolvency in the Republic of Trinidad and Tobago. She is charged with the general administration of the Bankruptcy and Insolvency Act, 2007 (BIA). She has initiated the operationalization of the BIA making the Office of the Supervisor of Insolvency (OSI) an essential part of the legislative infrastructure to support the framework of resolving insolvencies. She has taken steps towards the introduction and implementation of international standards and best practice in insolvency administration and supervision. In addition, she has engaged the financial sector, key stakeholders and other interested parties furthering the awareness of the bankruptcy and insolvency regime in Trinidad and Tobago. She is a Fellow of ACCA and a graduate of the Herriot-Watt University, Edinburgh Business School with a Master’s degree in Business Administration. She has obtained training in leadership and management practices that has developed her technical competence and strategic vision. She is a member of the International Association of Insolvency Regulators (IAIR) & International Association of Restructuring, Insolvency and Bankruptcy Professionals (INSOL).
She is a frequent contributor at the IAIR and INSOL forum on presentations on insolvency and bankruptcy from a Caribbean perspective.Mrs. Seebaran-Blondet was a member of the Executive Committee of the IAIR from 2022 to September 2025. Her contributions centered on insolvency matters in an international capacity covering administration, supervision and compliance. Prior to her appointment in the Office of the Supervisor of Insolvency (OSI), Mrs. Seebaran-Blondet held various managerial positions at the Treasury Division, the last being Deputy Comptroller of Accounts where she had strategic oversight of the operations pertaining to Treasury and Financial Management for the Government of the Republic of Trinidad and Tobago.
