Grade 10 Procurement Coordinator


Procurement Unit

Applications are invited for the post of Procurement Coordinator (Grade 10) in the Procurement Unit.

Duties of the post include:

1.Assisting in the implementation and execution of procurement policies and procedures, strategic objectives, special initiatives and projects.

2.Assisting the Procurement Services Manager in the planning, management and coordination of key procurement activities, including, but not limited to, pre-qualification, monitoring vendor performance, disposal of assets, management of the Unit’s website and the Campus’ commitment to legislative and regulatory compliance.

3.Assisting in the conduct of research, internal surveys and market reviews to inform action and decision-making on a range of complex procurement matters, as guided by the Procurement Services Manager.

4.Assisting in the development of procurement training content and delivery of internal procurement training and staff education initiatives.

5.Building and managing strategic relationships with key internal executive and external stakeholders on behalf of, and as directed by, the Procurement Services Manager.

6.Assisting in drafting and reviewing all procurement documents to be utilized by the wider Campus.

7.Providing administrative support to the Campus Procurement Committee and any other procurement-related Committee that aids in the delivery of the Procurement Unit’s mandate, as guided by the Procurement Services Manager.

8.Assisting all stakeholders in resolving queries and liaising with key external stakeholders on behalf of, and as directed by, the Procurement Services Manager.

9.Supervising Unit’s staff in the absence of the Procurement Services Manager.

10.Performing any other related duties as assigned by the Procurement Manager, ensuring that the Unit’s goals are achieved and in alignment with The University’s strategic objectives.

KNOWLEDGE, SKILLS AND ABILITIES:

Candidates should have knowledge and familiarity with The University’s mission, regulations, structure, policies and procedures.

A good command of both oral and written English is essential, as is proficiency in Microsoft Office Suite.  Applicants must have the ability to work with minimum supervision and be able to guide and direct other staff members.  Applicants must possess negotiation skills and be able to establish and maintain effective working relationships with co-workers and various stakeholders and communicate effectively both verbally and in writing. Candidates must be proficient in Banner Finance and/or PeopleSoft HRMS.Applicants should possess knowledge of the Procurement and Procedures Manual of the Campus and the Procurement Legislation of T&T; must be knowledgeable of accounting principles, practices and procedures within computerized accounting systems and applications. Knowledge of the University’s structures, the Financial Code and Financial procedures and processes will be an asset.

MINIMUM QUALIFICATIONS:

Required:

Candidates must possess a Bachelor’s Degree or higher in Business Administration; Project Management; Accounting or Economics from a recognised institution.

Desirable:

Completion of certification in procurement management and/or supply management training from a recognized institution such as the Chartered Institute of Purchasing and Supply (CIPS), Minimum Level 5 Certification. Any other renowned equivalent of procurement certification e.g. the Institute for Supply Management (ISM) will also be accepted.

Experience

At least five (5) years experience in a purchasing/supply chain environment two of which should be at a supervisory level.

Salary will be fixed in accordance with Grade 10 of the salary scale ($10,761.00 x 376 - $15,273.00).
