Mr. Richard Escalante

 

Richard M. Escalante is an IT Officer at the Institute of International Relations, and Lectuere at the Evening University of the University of the West Indies,  St. Augustine, Trinidad.  He has developed and taught undergraduate and graduate courses in Information Technology, E-government, Legal and Ethical Issues in E-governance, Public Information Systems, and Strategic Information Systems at the Faculty of Social Sciences at the St. Augustine and Cave Hill  Campuses of the University of the West Indies .

 

His research and publications focus on such themes as E-commerce, E-government, Information Technology, Legal Aspects of Privacy and Surveillance, Internet Governance, and Telecommunications Liberalization in Developing Countries.

 

In addition, he has undertaken consultancies for UNESCO, European Union, as well as the Government of Trinidad and Tobago. He is also a member of  several international IT .

 

Mr. Escalante received a  B.S. from Regents College, USA, a  B.A. from UWI,  St. Augustine and an LL.M. (Distinction) in Information Techology and Telecommunications Law from the University of Strathclyde, the latter through a 2001 - 2003 Cable and Wireless Scholarship.  He is a former 2005 Fullbright Scholar, and a 2007 - 2009 Fellow of the Society for the History of Technology
