Chair of the CARICOM Regional Commission on Marijuana – coordinated a 10-member regional team of medical, legal and socio-economic professionals responsible for research, national consultations on cannabis law reform in the Caribbean and authoring the Report of the Commission. The Commission made influential law and policy reform proposals for the current criminalized status of marijuana, the impetus for current regional law reform – 2014–2019.

Rapporteur on Indigenous Peoples, IACHR, 2013–2015 – work included protecting against human rights violations of indigenous peoples and afro-descendants as a result of encroachment on land, livelihoods and water resources by foreign companies. Conceptualised and spearheaded an important Report – Indigenous Peoples, Afro-Descendent Communities, and Natural Resources: Human Rights Protection in the Context of Extraction, Exploitation, and Development Activities OEA/Ser.L/V/II. Doc. 47/15 31 December 2015, Inter-American Commission on Human Rights, Washington. http://www.oas.org/en/iachr/reports/pdfs/extractiveindustries2016.pdf; Initiated a campaign for and advocated for state responsibility for private firms resourced by states and impacting human rights violations in other countries, e.g. Canadian companies in overseas extractive industries.

Inaugural Head of IACHR Special Unit on Economic, Social and Cultural Rights, OAS with specific mandate to develop and manage the Unit, which operated across the region (North American, Latin America and the Caribbean), spearheading promotional, investigative and training activities relating to issues such as rights on labour, health, environment, education, culture and the like. The Unit had a special responsibility to respond to the OAS States’ desire to emphasise these rights, including the promotion of the Inter-American Convention and Protocol on Economic, Social and Cultural Rights. The Unit was then elevated to a full Rapporteurship. Was also the IACHR spokesperson on HIV and the OAS representative on the Working Group formulating Indicators for the justiciability of economic, social and cultural rights for the OAS San Salvador Protocol. Also, spokesperson on LGBTI issues.

Rapporteur on Race Discrimination and Afro Descendants and against Discrimination, IACHR, 2011–2015 – managing a regional unit working on activities related to race discrimination in the Americas and represented the IACHR in international activities, such as working with the UN in Geneva. Examined specific issues of Afro-descendant women and LGBTI persons in the region.  Created a special campaign to ‘visibilise’ neglected issues of racism in North America and the region, actively organising targeted public hearings, including the Trayvon Martin matter and Stand Your Ground Laws, town-hall meetings and Symposia in the USA, Latin America, Canada, Colombia and the Caribbean. Carried out missions/state visits, for example, to the Southern USA and Colombia, to interrogate issues of Racism in the Criminal Justice system and police use of force predating ‘Black Lives Matter,’ partnering with leading Afro-American activists.  Also engineered significant capacity building of the Rapporteurship. The four years of groundbreaking work were sustained and culminated in an important report – Police Use of Force, and Human Rights in the United States, OEA/Ser.L/V/II. Doc. 156 26 November 2018, Washington. Made a significant contribution, as a layperson, to an earlier report on afro-descendant rights in the region – The Situation of People of African Descent in the Americas, OEA/Ser.L/V/II.   Doc. 62, 5 December 2011, IACHR, Washington. Also spearheaded the initiative for a state visit to the Dominican Republic to investigate the Haitian descendants’ constitutional crisis, identifying it as centred on race, not merely migrants. This led to a special report by the IACHR.

Member of OAS Working Group drafting the OAS Convention Racism and Protocol, and The OAS Convention on Discrimination.

Professor of Law, UWI – 2004–present; Senior Lecturer – 1998–2003. Designed and Directed LLM and LLB Courses in International/Offshore Financial Law (LLM), Comparative Labour Law (LLM), Law and Legal Systems, Discrimination in Employment, Employment Law, Global Health Law, and Industrial Relations Law. The offshore law course was the first of its kind in the world. The Discrimination course was the first to include the HIV subject in the syllabus. Instrumental in developing the course on International Human Rights and course-directed Human Rights and Administrative Law. Further, supervised numerous graduate programme theses, including PhD’s at UWI and abroad (Oxford, Cambridge, Australia) on a diverse range of subjects.

Commissioner on the Inter-American Human Rights Commission, Washington, DC, hearing human rights complaints from the USA, Canada, Latin America and the Caribbean and engaging in human rights activities, 2011–2015. The first person to be asked by peers to head two rapporteurships at the same time – Afro-descendants and Indigenous peoples. Also asked to work with the LGBTI unit, later made into a Rapporteurship, as a resource person.

President – Family Planning Association – oldest NGO in Trinidad and Tobago 2015–present – the main provider of sexual and reproductive health services and advocacy, including HIV, contraceptives, cervical cancer screenings, agent of UNHCR for such services for migrants; managing staff of the four clinics in the country including a mobile clinic and providing international representation.

Country Rapporteur on the IACHR for Canada, Chile, Paraguay and Nicaragua – managing the portfolio for the listed countries, including supervising cases presented to the Commission, meetings with Ambassadors and other officials of the respective countries, leading country visits, discussions and hearings on matters originating from the respective countries.

Inaugural Programme Director and Developer of the LLM Programme in Corporate and Commercial Law – the first cross-campus programme, combining face-to-face and online (whilst still maintaining LLB and LLM teaching duties -see below) 2000–2002; Also spearheaded and operationalised the Regional LLM programme, which replaced the LLM, with all campuses, in 2013.

Leadership & Policy Influence Through Consultancy Work & Reports

Professor Antoine has a wide and versatile research and consultancy profile and has served as the lead legal consultant to many governments and international organisations, as listed below. She has often been ‘headhunted’ by international agencies and companies for consultancies. Professor Antoine’s work includes the authoring of project reports on key issues of law that directly informed and transformed legal and social policy in the region, drafting new laws and training and capacity building of the judiciary and other professionals. The projects she concluded also required her to engage in consultative processes with key stakeholders, including heading national and regional Task Forces and engaging in public outreach and meetings with the private sector and international and governmental agencies. Professor Antoine has been described by the Government of Canada and others as the “foremost labour law expert in Labour Law in the region”, as the “leading” expert in the region in Offshore Financial Law, Labour Law and Rights and the law on HIV; an eminent human rights advocate and by CARICOM and others as a “change agent”.

Selected as International Team Leader (2010–2012) by a leading European Consultancy firm, Human Dynamics, and hired and led an international high-level eight-member team of international experts from the UK, Canada, Australia, Austria and the Caribbean to implement a million Euro value major European Development Fund Legislative Reform Project in the Turks and Caicos (TCI) on behalf of the UK government. The Team successfully brought into fruition 48 new and amended statutes on a wide variety of legal topics, including such diverse areas as public service, human rights, labour, HIV, finance, offshore trusts, OECD compliance, education, health, environment, ports, customs, anti-corruption, land reform, constitution, family, human trafficking, children, courts, immigration, tourism and private sector development –– reforming most of the country’s laws in a highly charged political environment. It involved interaction with the UK Governor, governmental officials, the private sector, the public in the UK and the Turks and Caicos. The work was publicly acknowledged by the Governor as being a significant catalyst for the return to democratic elections and governance in the TCI and a pathway to restoring the TCI to constitutional democracy.

UNICEF Consultant – Prepared Report on Juvenile Justice Reform in Barbados and made proposals for law reform – 1999–2000.

UNDCP Consultant for the Caribbean Regional Drug Control Project: Prepared Reports and led workshops for legal professionals, including the judiciary, on Money Laundering, the Law on Drugs and relevant Constitutional and Human Rights issues – 1998–99.

UNDCP Consultant: Led workshops for law enforcement officials and the judiciary on Mutual Legal Assistance – 1998–9.

Consultant to UNICEF and the Government of Dominica – Led Study and Prepared Report on ‘The Conformity of Dominica Law to the UNICEF Convention.’ Chaired policy meetings of government and private sector – 1998.

Inter-American Development Bank Consultant on the project Labour Market Regulation and Employment in Latin America and the Caribbean (with economist Professor Andrew Downes). Prepared a section of the report on legal issues – 1997–8.

World Bank Consultant with a team of economists. Prepared section on Legal Issues in a Report entitled Study of Portability of Severance Pay in Barbados; Report – (114 pages) – 1994.

UNDCP Consultant – Law on Drug Related Offences in the Commonwealth Caribbean – United Nations International Drug Control Program (UNDCP); Prepared Report (260 pages) – 1993.

Consultant – CARICOM Labour Law Harmonisation Project – Major study involving high-level regional meetings, legal professionals, high-level public officials and presentations to CARICOM government meetings. Authored a Report with detailed proposed legislative amendments on every facet of labour law and industrial relations, leading to the formulation of CARICOM Model Labour Laws and several country law reform exercises, including anti-discrimination legislation (563 pages) – 1992.

UNICEF Consultant – Led a team of professionals in the study and prepared a Report on the Ratification of the UN Convention on the Rights of the Child and Status of Law in the Commonwealth Caribbean – 1992.

UNICEF Consultant – Prepared a Report on Antigua and Barbuda and the UNICEF Convention – 1991–2.

UNICEF Consultant – Prepared a Report on The Laws of St Lucia and the UNICEF Convention – 1991.

LEADERSHIP THROUGH RESOURCE MOBILISATION (not in chronological order)

Apart from the management and mobilisation expertise demonstrated in major consultancy work that she successfully concluded, as noted above, Professor Antoine led several developmental and transformational activities, including:

Spearheaded a joint LLM Programme on Health Law with Georgetown University Law Centre – 2020–21.

As Dean initiated bidding competitively for million-dollar donor grants for institutional /staff development and social reform – 2015, 2016, 2019, 2020.

Formulated, won and successfully implemented three competitive consultancy bids from EU and EDF in 4 years and a 4th campus project, PADF, on behalf of the Faculty of Law, UWI, serving as Project Leader and instituting a large number of varied project activities -training workshops, research, publication, Human Rights forum, documentaries, litigation and pioneering hearings before the IACHR:

Donor project – Remand Injustice with Special Emphasis on Domestic Violence in Murder Cases. Serving as Project Leader, Attorney. Launched litigation against the state on delay on remand – November 2020–2019 – EU research /advocacy grant for the Faculty of Law; Strengthening Human Rights in Trinidad and Tobago, EDF Project, https://www.facebook.com/humanrightsadvocacyuwi/ 2016– 2018 – Several lecturers worked on this project. Outputs included a Children’s Moot, Seminars, Human Rights Youth Symposium, Indigenous Peoples’ Workshop on Intellectual Property and Environmental Law, Children’s Law Training Workshop, Migrants Symposium and IACHR hearings.

First grant for the Faculty of Law, St. Augustine, UWI –EU Grant- Growing Capacity for Human Rights. Outputs included a Parliamentary Session on the Death Penalty, Films, Human Rights Day, Training and Seminars – 2015–2017.

Appointed Chair, UWI Standing Committee on Ordinances and Regulations – 2019.

Conceptualised and implemented the Legislative Drafting Continuing Legal Education Workshop in Legislative Drafting – 2016–2017.

Drafted Examination Regulations for the UWI – 2015–2016.

Created the Makandal Daaga Scholarship with activism as a criterion for entry into the LLB and emphasis on the underserved – 2015.

Established a public education/ advocacy tool in a newspaper column – Law and You in the Express newspaper to encourage lecturers to become socially engaged and develop research and writing skills on important legal issues of the day – 2014–2018.

Drafted the Sexual Harassment Policy and Practice, UWI; 2017 – present – conducted training for UWI personnel – 2015–2016

Established the International Human Rights Clinic, Faculty of Law, UWI, St. Augustine, first of its kind – to pursue innovative legal education, activism and litigation, extending academia to NGOs, practitioners and international tribunals. A law course to facilitate the Clinic was also created for the LLB Syllabus in 2015. Outputs include two historic hearings before the IACHR, conference offerings and landmark litigation before the Equal Opportunities Tribunal on disability and the High Court on remand injustice – 2014.

Conceptualised and implemented cutting-edge law workshops – Oil & Gas Workshop, Banking Law, Intellectual Property and Environmental Law for Indigenous Peoples, Sports Law Conferences, etc., with considerable financial sponsorship from private and public sectors and trained staff in conference management – 2014–present.

Successfully introduced a number of international linkages and MOUs with leading institutions – 2014–present.

Chair – University of the West Indies Senate Appeal Committee on Disciplinary Matters – 2013–2015.

Developed and implemented the Master of Laws in Corporate and Commercial Law at UWI, an innovative and flexible program catering to practising attorneys, offered across regional campuses using online delivery and teleconferencing. Planning involved finance, registry management, public relations, training of faculty, student sourcing, coordination of examinations, design of logo, syllabi, website and library development, etc. It also pioneered the concept of an adjunct faculty, utilising distinguished legal practitioners. The programme generates considerable revenue for the faculty and was used as the model to expand into the regional UWI LLM and into Public Law and other subjects – 2000–2.

Conceptualised and implemented the prototype for the now-established Caribbean Commercial Law Workshop, with the successful implementation of the pioneering Inaugural Offshore Law Workshop, the first fee-paying, financially sustainable workshop held by the Faculty of Law, UWI, for legal and financial practitioners. It provided the opportunity to engage in cutting-edge legal and educational developments, develop the faculty’s alumni base and net significant revenue. It also attracted corporate sponsorship – 1998.

Instigated and developed the now-established Washburn USA/ UWI Summer Programme. Continued to facilitate the programme under new faculty leadership – 2008–2009.

Developed collaborative programme with the University of Suriname – 3 lectures/workshops organised, and also worked with the Surinam faculty to develop and implement their Graduate Law programme –2007–2009.

Chaired the Faculty Exchange Committee, developing exchange programmes (MOU’s) with universities in the UK, Europe, Africa and the USA. Also developed a Protocol for Visiting Scholars – 2007–2010.

As Deputy Dean, performed a variety of administrative tasks and also actively facilitated and supported staff initiatives such as the Faculty Discussion Series, URAP – 2005–9.

Conceptualised and coordinated the ‘LLM Master Class’ – a successful, specialist mini-workshop for practitioners in the region, to further the goals of continuing legal education, enhancing revenue earning capacity and alumni relations – 2004–5.

Member of the Select Standing Committee on Regulations – responsible for advising on and drafting the Rules and Regulations for the regional University of the West Indies – 2009–present.

Initiated and organised the first Television Law Education Series by the Faculty (with CBC, Barbados), hosting, with Faculty Members, media sessions on a wide array of law topics for the public – 2008–9.

Selected as a member of leading international Advisory Boards and Committees, e.g., of Oxford Brookes University (see above) – 2012.

Chairperson, Campus Examinations Committee, Cave Hill – managed the university’s examination function, paying special attention to clarifying regulations and making procedures more efficient –2008–9.

Appointed by Principal Sir Keith Hunte as University ‘Investigator’ and Sole Consultant to the CARICOM Labour Law Harmonisation Project, a stalled university/ faculty project that was subsequently concluded successfully – 1992.

Organised the Public Lecture Series, the Anthony Bland Memorial Public Lecture Series and the UWIDITE Public Lectures, the most successful lecture series the Faculty has ever witnessed – 1991–2003.

Series – Founding Member of the Coalition Against Sexual Harassment in Barbados, which has led to a major legislative draft on sexual harassment. Detailed work on legislative amendment and reform – 2003–2008.

Worked towards a European Aid Programme with the University of Suriname for a million-dollar fund – 2008–09.

Spearheaded capacity building in Saint Lucia to prevent domestic violence and rape – Saint Lucia Crisis Centre and related organisations/ NGOs – 2002–2004.
