Mr. John Andrews - Session 4 - Hydrocarbon Fiscal Regime
John P. Andrews is an Energy Taxation Consultant whose career in the petroleum sector spans over forty three years, commencing with his assignment to the Oil Audit Group of the Board of Inland Revenue in 1969.
He played a significant role in the formulation and enactment of the revolutionary Petroleum Taxes Act 1974 and was primarily responsible for its implementation. He has been in the forefront of the Committees charged with the several revisions made to petroleum tax legislation up to 1992. This legislation continues to be the vehicle principally responsible for the imposition and collection of petroleum tax revenues currently being enjoyed by the country.
He has held positions of Commissioner of Inland Revenue, Permanent Secretary Ministry of Finance and Permanent Secretary to the Prime Minister. On his retirement from the Public Service he was requested by Government to write the Terms of Reference, establish and operationalize the Technical Advisory Group (TAG) to the Energy Sub Committee of Cabinet. The TAG was mandated to review all the major energy projects proposed for Trinidad & Tobago and make recommendations to Cabinet. He was appointed its first Executive Director a position he held from 1993 to 1999.
In 2000 he was unanimously invited by the shareholders to become the first independent and third Chairman of Atlantic LNG Company of Trinidad & Tobago, a position he held for six years
In 1996 Mr. Andrews was the recipient of the nation’s second highest honour, the Chaconia Medal Gold, for long and meritorious service to Trinidad & Tobago.
In 2003 as the nominee of the Society of Petroleum Engineers of Trinidad & Tobago, he was selected by the American Institute for Mining and Metallurgical Engineers,( AIME), and conferred with the Mineral Economics Award for his outstanding achievements in petroleum taxation.
In 2010 he was recognized as one of the Pioneering Heroes on the occasion of the celebration of 100 years of petroleum production in Trinidad & Tobago.
